Chinese is a nation with a strong tradition of confidentiality, China is a kingdomwith thriving culture of secrecy.Under the background of our country vigorouslypromote the information disclosure,the importance of the confidentiality also can not beunderestimated.Universities bear the great mission of training high-level personnel anddoing scientific research.Although the relevant contact of university informationdisclosure and confidentiality has clearly attracted enough attention to domestic andforeign scholars,and generating a series of research results.But the related research forcoordinating the implementation of the new "People’s Republic of China Secrecy Act,"issued in2010and the "University Information Disclosure Measures" are also involvesvery little.For this reason,for specially research the specific supporting systemssituations is too less of the University information disclosure.This article attempts to thekey mechanisms of university information disclosure system----to build and run theuniversity information secrecy and proposed monitoring mechanism and evaluation.Inthis paper, confidentiality of information is the main university research.and combinewith "Regulations on Open Government Information","University InformationDisclosure Measures",""The Ministry of Education review of confidential governmentinformation disclosure (Trial)" and the new "People’s Republic of China SecrecyAct"and so on,I will expand my research and exposition on these relevant laws andregulations and related documents. Analyzes the shortcomings of confidential workexist in the university information disclosure,and studied the specificconstruction,operation and evaluation methods of the university informationsecrecy,Eventually made a perfect vision of our university information secrecy.The paper is divided into four parts,Introduced the theoretical basis of universityinformation secrecy,explores the dialectical relationship between the disclosure andconfidentiality of our universities,and the current status and the challenges of our the universities confidentiality.And then presented the construction, operation andmonitoring and evaluation mechanisms of the university information secrecy.This paperaims to build specific systems mode for the secrecy of university.
