As network technology and video communication grow rapidly, video conferencing based on IP-network is also widely used. Because of the differences of each participant’s network conditions, the video conference server should be able to to reorganize the video stream to meet the need of different participants adaptively and flexibly. The Scalable Video Coding can provide a scalable video stream, which provides a good solution for this issue.In this paper, the Scalable Video Coding and its applications were studied firstly. Then, a video conference communication system based on the scalable video coding is presented. The rate control algorithm of the existing video coding standard, such as H.264/AVC and reference implementation of the Scalable Video Coding (JSVM), was also analyzed.Furthermore, an adaptive rate control scheme for the Scalable Video Coding is proposed in this paper, which including an adaptive layered method for the Scalable Video Coding in the particular multi-user network environment, and an initial QP calculation method which is appropriate to multilayer, as well as a rate control program suitable for multilayer coding structure of the Scalable Video Coding.Finally, by analyzing the video stream structure of the Scalable Video Coding, an adaptive transmission scheme of the layered element space based on the Scalable Video Coding was also proposed, which can reorganize streaming video intelligently to adapt each user’s condition without repeating coding.Based on the JSVM platform, and using the VS2008and C/C++programming language, a software emulation of proposed algorithm was implemented. The experimental results show that, the proposed algorithm, which encode the video only once to produce a scalable bit stream with a multi-layer structure, has better performance in both PSNR and the accuracy of rate matching than JSVM.
