The aim of the video coding is to minimize the distortion subject to a constraint bit rate. Rate control algorithm is a very important technique for video codec for assuring the successful network transmission of the coded video data, providing the rate-distortion optimized compression performance and achieving the best visual quality at the receiver. It will affect the bandwith of encoded bits and reconstruct image quality directly.Scalable video coding (SVC) is a state-of-the-art technology, which generates bit streams decodable at different bit rates. First, we introduce the important technology of the scalable video model (SVM), eg. the framework of the SVM, the scalablity dimensions and etc. Then the background and the theory of the rate control& rate-distortion are expatiated on along with the classical rate control algorithm.The relationship of the coding bit rate R andρ, the percentage of zeros in a frame, plays an important role inρdomain source modeling rate control. The R-ρlinear model is verified for SVM at first. Then we studied the characteristic of theρ-R curve of pictures when encoding various test sequences with scalable video coding.
