Quantitative Research On Regulations And Policies Text Of Archival Undertakings In China

A large number of regulations and policies have been constructed in the process of exploration and practice of archival undertakings since the founding of our country. This paper focus on those regulations and policies published from1949-2012, builds a three-dimensional analysis framework, meaning policy process-policy organization-policy content, to give a systematic description of the policy environment and the evolution of the regulations and policies.The regulations and policies are published during a large time span, and most of them are regulations and normative documents instead of laws or administrative regulations. There are too main ways of modification:one is a direct replacement for the old policy of the new policy, The other is modification of some specific clauses. The cooperation network analysis shows that the State Archives Administration stays in the center of the network. The theme analysis shows that it is a tradition that regulations and policies put an emphasis on work of administrative archives and work of the archives. The regulations for enterprise archives, technological work of archives, promotional work of archives, the use and publication of archives started from the Seventh Five-Year Plan. Other fields of archives work need to be pained more attention.After the research on the policies as a whole, based on the previous research findings, this paper establishes a two-dimension policy analysis framework then takes40related policies made by central government as for an empirical research by the method of content analysis with the step of sample selection, analysis unit definition, coding and frequency statistics.Finally, this paper makes a summary of the research findings, gives some policy suggestions and points out some deficiencies of the study and future research prospects.
