| Entering a new era,the 20 th National Congress Report and the 14 th Five-Year Plan are based on the construction of the national science and technology innovation system,proposing the need to build a platform for high-end exchange of science and technology information and to cultivate strategic scientific and technological talents,which undoubtedly puts forward new requirements and challenges for China’s document information resources guarantee capacity.Different development stages have different needs and characteristics,and the needs of users have changed from acquiring ownership of document information resources to building and improving the capacity of document information resources,in order to meet the requirements of the new era,it is necessary to conduct a historical evolution and realistic review of document information resources guarantee work,and to summarize the existing guarantee elements,operation mode and functions on the basis of the law of historical evolution,combined with the new era of innovation The policy text is the carrier of the policy content.Policy text is the carrier of policy content,which truly reflects the policy maker’s decision-making intention,and has a guiding effect on the measures of policy implementers.The policy of guaranteeing document information resources in each period and the choice of policy tools can fully reflect the development focus of China’s document information resources guarantee work in each stage.This paper collects and organizes 91 policies on document information resource guarantee issued by China’s government and related institutions from 1989 to 2022,and uses a combination of quantitative and qualitative content analysis method to construct a three-dimensional policy text analysis framework of "policy tool-document information resource value chain – life cycle" to analyze China’s document information resource guarantee policies.The content analysis and evolution law mining were conducted on the policy texts of China’s document information resources guarantee.On the basis of existing research,drawing on Roy Rothwell and Walter Zegveld’s theory to divide policy tools into three categories: supply,environment and demand,China’s document information resource guarantee work is divided into four types of work links: collection,organization,allocation and service,and divided into four stages: formation,development,maturity and stability.Then the collected policy texts are coded and content analysis is conducted based on the constructed three-dimensional analysis framework to sort out the usage pattern of policy tools and the evolution pattern of guaranteeing document information resources in China,identify the shortcomings in the current development and make suggestions.It is found that the current policy of guaranteeing document information resources in China has problems such as insufficient financial investment and personnel training,intellectual property guarantee needs to be enhanced,demand-based policy tools are relatively missing and the combination of policy tools is not perfect.Based on the shortcomings and problems of the obtained policies,the following optimization suggestions are proposed: to balance the use of supply-based policy tools,we need to focus on financial investment and talent training;to ensure the applicability of environment-based policy tools,we need to increase the protection of intellectual property rights;to improve the efficiency of the use of demand-based policy tools,we need to dig deeper into the actual needs of users;and to optimize the combination configuration of policy tools to achieve the most effective policy implementation. |
