With the growing of people’s awareness on traffic safety and the strengthening of vehicle management, the appliment of driving recorder will become very popular. Currently there are many manufacturers who make driving recorder and are competitive, then if the manufacturers want to attract the customer in function, and provide more value-added functions to meet users’need, the manufacturers do these things in order to get success in competition.Embedded GIS functionality in driving recorder system, driving records and GIS services will combine to collect the information of car, by analysis the information to overcome the shortage of the GIS database which can not reflect the situation of road. Firstly, the article introduces the technological standard of mobile GIS, the operational mechanism and the embedded operating system architecture, which is the base for designing an embedded GIS system. Secondly, according to software design principles, we design the architecture of the system and develop four function modules:driving navigation module, driving video playback module, map editing module and route planning module. Then we implement those modules on ArcGIS development environment. Driving records and GIS services will combine to collect the data which used to update GIS database, which can plan route more accurately, analyze and monitor the situation when the car in driving, and can search information quickly, calculate data accurately and make decision efficiently. All above give a big chance to develop the functions of driving records and reflect the personalized features adequately.
