| Information era is coming into our world with robust development of information technology, leading to an inevitable fact that some disciplines like bibliology, informatics or philology are facing great impact, paper literature resources are becoming shrinking day by day, while network-based database retrieving systems are increasingly growing. Prospective and forecasting intelligence research activities are basic for national defense S&T decisions and project approvals. In rapidly developing information era, massive and complex information usually makes decision-makers and researchers confused. To extract interesting information from massive information sources, appropriate intelligence research means and analysis methodology shall be used to offer important reference useful for the development of our national defense technology and equipment. Rapid development of network technology enables various accesses to free or low-cost information, leading to literature resource prosperity and resource configuration optimization. Here, based on CETC/NRIET’s overall Infonnationization construction schemes, this paper proposes to construct NRIET Intelligence Analysis System (NIAS) based on network database knowledge, describes the necessities, current conditions and specific requirements, analyzes associated focusing factors, and presents an overall topology design, standard specifications and application systems in details.In Chapter1, project background, domestic and foreign research status and main research objects are described.In Chapter2, NIAS design considerations are explained from intelligence management&absorption, organization&control, innovation management, sociality and humanity aspects, analyzes specific NIAS requirements, including the business flow of resource construction, data How, functionality requirements, performance requirements, security requirements and design boundaries.Chapter3through to Chapter5describes overall NIAS design, standard specifications, construction schemes, construction items, construction scale and application system designs, and proposes a new subject "Research and Application of Intelligence Information System based on Network Database Knowledge", and presents the technical implementation roadmap, construction scheme and methods.Finally, presents some achievements in NRIET to verify the proposed design principles, theoretical research and implementation solutions. Practices show that the theoretical research and design scheme are actually feasible. Finally, proposed design principles, theoretical research and practice verification are summarized; innovation aspects in this paper and future prospects are presented.Based on diversification of intelligence system architecture, this paper describes the flows and schemes for platform construction, resource construction and processing system construction, presents initial achievements in NRIET with regard to electronic intelligence information system, and establishes technical basis for complete accomplishment of "Network-Database-Knowledge-based Intelligence Information System". |
