Therefore, it is necessary to develop a Telecom-card information management system based on network in order to realize the computer management of Telecom-card.The system involves Telecom-card production, storage, outbound, inventory, sales and so on. With the aid of computer management, Implementation of Telecom-card information management and analysis is finished. This system provides strong support for sales strategy of telecom decision-making departments. At same time, the telecom companies can optimize production, coordinating funds, materials, manpower and other resources. The system can increase management ability, operation ability, coordinating ability on the company’s overall level, eventually optimize telecom enterprise resource configuration, improve the enterprise market competitiveness and telecom service.The dynamic and demand telecom-card management system have been analyzed in detail after this paper introduces the application of cards management system at home and abroad. On this basis, this paper focus on software development technology, system architecture, telecom-card function module, database design. At the same timel, this paper choices the system platform and development tools. The main system function is divided into system management module, the financial management module, card production module, code allocation management module, query module, management module, inventory management module, order management module, inventory management module, resource management module. This paper introduced the design of each function module and code in detail.The popular B/S structure is used for Telecom-card management system.At the same time, Struts framework based on MVC is used. In this pattern, business logic and presentation logic can be separation, which simplifies the system development and maintenance. The system with the Tomcat server and JSP technology can realize the page design work. With the aid of Jbuilder, the system program is finished. Oracle9i is used in Telecom-card management systems. The database links and data processing is completed by EJB.This system uses the open source frameworks based on J2EE technical specification, the layering technique can enhance the stability and robustness of the system. The practice results show that the system is stable, safe and reliable. So the system greatly improves the television media resources work efficiency.
