Governing With The News In The Transformation Period Of Society

A wide range of social contradictions and problems frequently occur in modern society. They have tested the ruling ability and confidence of the Chinese government. Based on the social change, news media play an increasingly important role in public management, and become the most effective way linking the government with the public. The focus of this dissertation is the concept of "governing with the news", in order to elaborate the necessity and urgency of it in transformation period of society, and discuss more about how to reinforce the ruling ability with the news.This dissertation interprets the concept of governing with news first, and reviews the historical changes of our party and government’s media strategy to consolidate the political power. Combined with the background of society transformation, the dissertation analyzes the performance, the motivating factor, and the practical value of governing capacity construction with news. Relying on the typical cases, the Chinese government’s main strategies related to the governing with news are summarized using a systematic approach. It is hoped that this article can provide some useful proposals for the government. Then the further discussions have been made on the main problems exposed in the governing with news, and also some suggestions have been put forward, with regard to media accomplishment of the officer, information disclosure system, and news legislation.
