With the advancement of the technology, the number of smart terminals is continuously increasing, and the service provided by smart terminals is more diverse and of high quality. In recent years, the service based on the location has been greatly improving people’s lives. The SoLoMo will become a trend in the Internet Age. So for the users, the function of accurate locating is essential in their smart terminals.Recently, Beidou satellite navigation system, being independently developed by China, has covered Southeast Asia and played an important role in the military and civil area in our country. It can provide positioning, velocity, timing and other communications services to authorized users. This paper explains the basic principles of Beidou positioning system, that is, how to get the location information of the users through the Beidou system, including latitude, longitude, altitude and speed. Due to the presence of many confounding factors in calculating the user’s location coordinates in the process, thus affecting the positioning accuracy, so, this paper analyzes the positioning error sources Beidou system exists, and proposed some solutions and measures to weaken and eliminate these errors.It is a typical application that the Beidou receiver and the smart terminal collaborate with each other to provide position service for the users and the application software efficiently manages these smart terminals, such as intelligent logistics system and vehicle monitoring system. The second part of the paper introduces the designing and development of such a terminal location management system. To develop the management system fast and to guarantee its stability, SSH which is based on MVC, is adopted in the designing. It’s a three-tier system for users with different permissions which leads to the different levels of access to the system. It’s mainly composed of five modules, namely information management, information inquiry, track playback, electronic fences and area monitoring. These functional modules are both independent and unified and provide efficient management of vehicle terminal. In the end of this part, for the difficulty to determine the relationship between the position of point and polygon Area development process monitoring module encountered an improved algorithm I made a good solution to this problem in this section.Finally, according to the scenarios, the requirements, and the overall designing goals of the terminal location management system, unit testing, system testing and stress testing, which are three common software testing methods, are used to test five core modules in this management system.And the test results show that the management system is designed logically, functioning well and of good performance, and has eventually achieved the desired goals.
