Under the background of advocating low carbon economy and constructing ecological civilization, more and more countries realize the importance of low carbon economy and low carbon life.The British government reduce the main greenhouse gas—carbon dioxide emissions by20%by2010,60%in2050.The Canadian government strongly support biofuels, wind and other alternative energy research and plan c$230million funding to carry out biological energy technology plan.The U.S. senate have come out of the Clean Air Act, The Energy Policy Act and The Low Carbon Economy Act act.According to the Kyoto Protocol Commitments,China promise to reduce12.5%of greenhouse gas,8%higher than the average8%reduction target.Under the background of the development of a global low-carbon economy.In order to vigorously promote the development of low-carbon economy, build a resource-conserving and environmentally friendly society and advocate and practice the purpose of low-carbon life,more and more low carbon web portals quickly grow up. Although the low carbon web portals rapid rise, but at present the research of low carbon portal literature is relatively small. Especially the literature which from the angle of information ecosystem analyzing the low carbon web portal is much rarer.So this article focuses on relevant theories of information ecosystem, building low-carbon portal of information ecosystem evaluation index system has important practical significance for the development of low carbon web portal.This article combines the relevant concepts of information ecosystem as well as the development of portal websites at home and abroad, puts forward the low carbon portal information ecosystem elements,such as low carbon portal information ecological factors,information ecological chain and information ecological circle.And then put forward the construction mode of low carbon web portal information ecosystem such as low carbon portal information ecosystem service mode, interactive mode and participation mode.Through analysis the relationship between low carbon portal information ecological factor and low carbon portal information ecosystem service mode,information ecological chain and interactive mode, information ecological circle and participation mode,so that to build a low carbon portal information ecosystem evaluation index system of the service mode, evaluation index system of the interactive mode and evaluation index system of the participation mode.This paper used the Analytic Hierarchy Process concluded index weight of low carbon portal information ecological system,then applied the method of case analysis, compared service construction,interactiveat construction,participation construction of12low carbon portals of information ecosyste. Combined the index weight from Analytic Hierarchy Process with50projects from the questionnaire, finally it is concluded each project scores.Based on50project scores from low carbon portal were analyzed, reveal the Chinese and foreign similarities and differences of low carbon portal in the information ecological service level,information ecologyical interaction level and information ecological participation level.Research of this paper enrich the theory of low carbon portal system, and expand the application fields of information ecosystem theory, set up a systemic, effective, objective assessment system,helpful for enriching and perfecting performance evaluation theory of low carbon portal,and put forward constructive suggestions for development of low carbon portal information ecosystem in China.
