Housing is a major issue not only related to the happiness of a family, but also to people’slive and work in peace, and the long-term health and development of the economy. So,governments will make great effort to build housing finance system to help domestic residents,especially the mid and low income stratum according to their actual situation and practicalcapacity. The housing accumulation fund system, since carried out in1991, has played animportant role in the process of solving the housing problem of urban low and middle-incomeresidents. Both the per capita housing and the living condition has make a great improvementthan ever before. Besides, the housing accumulation fund system has become the first choicewhen they want to solve their housing problem.However, while acknowledge the great achievements of the housing accumulation fundsystem, we also can not deny that, because of the disadvantage of design and the concreteoperation of the housing accumulation fund system, there are so many problems occurs inactual operation of housing fund, such as the positioning of Housing fund managementcenters is vague, the personal debt rate is low, the result of protecting and growing wealth isnot good etc.. These problems has made serious effect on the development of housingaccumulation fund system and which is far from the original envisaged.In this thesis, the focus is on the efficiency of housing fund capital in the process ofactual operation, analyze the problem existing in the housing accumulation fund system andthe deep reasons which caused these problem. Besides, this thesis also put forward someconcrete perform advices from the angle of economics which based on the advancedexperiences of foreign national housing finance systems: In the near future, we shouldconstantly innovate the kind of mortgage loan and improve their investment method. And inlong periods of time, we should rebuild a new housing accumulation fund system, clarify theposition of Housing fund management center and establish the secondary mortgage market.etc, only in this way can we build a proper operation model which fit to the long-term growthof housing accumulation fund system.
