In this study, with the national for social security construction (endowment, education, medical, science and technology) metastatic spending for example, to explore the financial fund supervisor problem. Financial transfer payment funds can ensure that the state is stable developing and the financial safety. Besides the supervision of Public financial transfer payment funds is also becoming the focus. Strengthen the public financial transfer payment funds regulatory and ensure public finance capital to be the maximum efficiency, which is beneficial to the healthy and stable development of the economic society、people’s lives and work happily, and provides the solid material base and a good social environment for construction of harmonious society. This study based on the objective facts and analysis China’s public financial transfer payment funds, Especial the existing problems of supervision special transfer payment funds and give some suggestions to the problem which not only have the academic research value, and more realistic.
