Research On Cross Transfer Payment System On Ecological Compensation Of China

Building ecological civilization is the foundation and safeguard of our construction of the socialist harmonious society in the new era.It is also one important part of the Scientific Outlook on Development Strategy.Since our reform and opening up,China gains a rapid economic development,while the eco-environmont is causing our concern.Both economic and environmental development shows the trend of disequilibrium among different areas.The east region and west region have obvious difforences.Economic development in the eastern part is at a high level with relativety less pressure on ecological environment.While as the ecological barrier,the ecological environment of western region is very weak.This article is trying to reserve the problem of low efficiency supply of ecological service caused by benefits over-flow,through building cross transfer payment system based on ecological compensation.The article first gives review of literature of cross transfer payment system based on ecological compensation at home and abroad,evaluates and summarizes the concept and method of ecological compensation,then defines the connotation of ecological compensation.The second part analyzes the theoretical basis of cross transfer payment system based on ecological compensation.It includes Value Theory of Eco-environment, Public Goods Theory,Externality Theory,Game Theory and Environmental Kuznets Curve.Then it briefly analyzes the advantage of cross transfer payment system on ecological compensation.The third part elaborates overall inspection above the ecological environment condition of east,central and west region.At first it analyzes natural resources and environmental pollution condition of these three regions.Then it points out the main problems that western region is facing now and their negative influence.The challenges include the spread of land desertification,vegetation destruction,severe water and soil erosion,water resources shortage and waste,and serious environmental pollution etc. Part four discusses the realistic basis of the establishment of China cross transfer payment system based on ecological compensation.On the first step,it describes the transverse inter-provincial imbalance status in China from the overall economic situation and fiscal capacity.On the second step,it shows the necessity of the establishment of cross transfer payment system based on ecological compensation from two aspects.On one hand,it is the comprehensive situation of ecological and economic development.On the other hand,is the contrast between financial resources of central government and the actual needs of financial transfer payment of each province.At last,it lists the rudiments and primary practice of inter-provincial cross transfer payment based on ecological compensation,for the instance of response support,Beijing-Hebei,and Zhejiang-Anhui example.The final part of the article points out the overall design of cross transfer payment system based on ecological compensation.Firstly,it summarizes the framework from the aspect of orientation and priority areas.Secondly,it elucidates the thinking for this system,introduces enlightenment of foreign experience,puts forward correlation steps of the establishment of inter-provincial ecological transfer payment fund,including compensation basis,compensation standard,fund operation and supervision.Thirdly,it analyzes system obstacles and countermeasures. Supporting measures consist of ecological compensation legislation,environmental property right definition,and green GDP accounting are proposed finally.
