To improve the efficiency of returning farmland to forest funds investment is the basicrequirement of sustainable forestry as well as one of the key tasks of constructing modernforestry. The authors employs DEA method to calculate and decompose TFP growth inChina during2001-2005based on panel data with10provinces in the west. The author findthat the TFP shows some degree of negative growth during2001-2005, which indicates thatthe efficiency of funds investment in returning farmland to forest don’t meet the goals ofpromoting the forestry development effectively, analysis reasons and put forward somecountermeasures and suggestions.At last, combine returning farmland to forest subsidy period of nearly the realproblem, put forward the recommendations of the funds invest in sustainable development.The text is divided into seven chapters.Chapter one, Introduction. The first chapter expounds the research background,research objectives, research significance, foreign studies, domestic research, home andabroad comments, ideas and frameworks, research methods, possible innovations, lack ofthis article.Chapter two,The definition of relevant theory and concepts.The second chapterexpounds Introduction of returning farmland to forest project, forest investment funds usethe concept of efficiency, the definition of investment, investment funds as defined inreturning farmland to forests, returning farmland to forest definition of the output grain putinto the theory of the efficiency of fund utilization;Then the model design, the choice of themalmquist index of TFP model, as well as returning farmland to forests input indicatorsselected, grain output indicators selected.Chapter three,Input-output indicators trends analysis. Chapter three expoundsinvestment in China’s western region of the2001-2005period, the change trend of theoverall output indicators as well as inputs, outputs, input-output ratio and other indicatorswere analyzed, and then analyze the situation of these statistics.Chapter four,The western grain put into the fund utilization efficiency of empiricalanalysis. The sixth chapter in accordance with the conclusions of thepreceding, grain funding to the technical efficiency, coordination of the balanceddevelopment of all provinces, to improve the pattern of the western region funding,government investment and private investment in coordination of development, the centralgovernment and local governments around the combination of focus on technical progressTC andimprovement of the efficiency change TEC coordinated development use of theefficiency of the proposed forest project funding.
