With the development of economy and science and technology aswell as the renewal of the management thoughts, the enterprisedevelopment is no longer one person’s business but a team’s, especiallythe top managers and close cooperation and cooperative performanceamong the top managers is the key to the development of an enterprise.Therefore top management team (TMT) is an element for thedevelopment of an enterprise and the efficiency of the enterprisedevelopment is decided by the performance of TMT.Hitherto domestic research on the performance of TMT has notvirtually existed. Merely there are a little of studies in TMT andleadership competency in some books and documents. But in anorganization, the performance assessment on deciders and managers is acritical link to the realization of the overall high performance of anenterprise. The effective evaluation of deciders and managers is positively related to enhancing and maintaining the working efficiency of theorganization. The actions of managers can affect the use of capital,technology and human resources of the organization. Thus, for managersand management team especially TMT, accurate evaluation of conductingperformance is very important.Although performance management which is becoming an importantmethod for enterprise human resources is one of the most effectivemeasures for helping keeping and raising up the productive force of anenterprise and realizing enterprise strategic missions and aims. But mostenterprises lay more emphasis on the results and the financial target notpay attention to the effective management of enterprise human resourcesbehaviors performance and behaviors process. And personnel decisionsare just guided by the performance appraisal based on the results ratherthan transmit the goals and behaviors for achieving them to the staff andthe team by using the behavior performance management systemconsciously to inspire and guide the behaviors of the staff make efforts for positive performance. And most enterprises are not good at makingdevelopment plans for staff and team capabilities according to the resultof performance evaluation.This paper introduces the behaviors of TMT into performanceappraisal, setting out from the inner relationship between results andbehaviors. Through to our country enterprise performance appraisal of theeffect analysis, separating out decided to executives to team highperformance effective leadership behavior, and according to the fact, theresult of TMT performance appraisal which is only based on the financialresults of TMT is inaccurate. It ignores that top management behaviorsplay an important role and have a function in enterprise total performance.In this paper, the author uses analytic hierarchy process and build staticand dynamic models with a lot of research data to analyze the topmanagement behaviors which affect the enterprise total performance,which provides scientific basis for assessing enterprise managersperformance more accurately and more systematically. Moreover, thispaper introduces the evaluated error factor on the basis of team static and dynamic evaluation to perfect the performance of TMT.
