Research On Environmental Investment And Financing Mechanism Of Innovation

Extensive economic development mode in China has caused huge resource wastesand brought various environmental pollution and ecological damages at the same time fora long time. However, environmental problems have restricted economic development,so it is extremely urgent to solve environmental problems.Environmental protection is a basic state policy in China, an important means forchange of the economic development mode, and a basic measure for promotingecological civilization construction. At present, the total deterioration trend ofenvironmental conditions in China has not been restrained basically. Contradicts betweenenvironmental protection and economic development are still prominent and financinggaps for solving environmental problems are large, so financing channels for broadeningenvironmental protection are urgently needed.The pattern dominated by government investment and assisted by enterprise andsocial funds investment of investment and financing mechanism in China have beenformed initially at this stage, but there are still many problems. With the aggravation ofenvironmental pollution and gradually expanded financing gaps for environmentalprotection, investment and financing mechanism for environmental protection with thesubject of governments can not satisfy fund demands for environmental protection, so itis necessary to combine such socialized investment and financing channels asgovernments’ financial investment, environmental protection enterprise investment, bankloan, capital market financing, donations of philanthropic organizations, and utilizationof foreign investment, to perfect investment and financing mechanism for environmentalprotection, and to make effective use of social capitals.In order to perfect investment and financing mechanism for environmentalprotection in China, related literatures are sorted and summarized, and then historicevolution for the development of environmental protection in China and investment andfinancing conditions are analyzed on the basis of summarizing investment and financingmechanism for environmental protection in foreign countries. In addition, existingproblems and constraints of investment and financing mechanism for environmentalprotection in China are proposed, as well as elementary paths for innovating investmentand financing mechanism for environmental protection in China aiming at publicity-to-beof environmental protection. Furthermore, suggestions on innovating investment andfinancing mechanism for environmental protection in China are discussed from fouraspects, namely investment and financing concept innovation, investment and financing subject innovation, investment and financing way innovation, and innovation ofcheck-up system.
