Research On Goal Oriented Internal Control Deficiencies’ Identification

Internal control deficiencies’ identification is a key link in the evaluation of internalcontrol and internal control audit. Because China has not set clear criteria of internal controlstandards, at the same time, internal control deficiencies that exist self-selection problem, theinternal control information disclosure quality is low in our country. Specification of defects ofinternal control standards has important implications for theory and practice. Specificationcriteria for recognition of the internal control defects, has great significance in theory and inpractice. In this paper, The descriptive statistics of internal control deficiencies identified theactual situation in China, analysis of China’s listing Corporation to develop the internal controlweaknesses identified standards and our country’s internal control deficiencies identifiedproblems. Based on the theory of internal control functions, with five internal control objectivesas the guidance, combining the process and results of internal control, internal control defectscan be divided into has caused goal deviate from the internal control defects and potential targetdeviating from the internal control defects, have not yet resulted in the recognition of internalcontrol defects, the identification, internal control defect severity classification, improve theinternal control defects and disclosure of internal control deficiencies identified system,constructs the goal orientation.
