There is an old saying: to a country people are the first, to people food is the first.Food Safety is related to the national and social stability and healthy right of commonpeople. Governments at all level must face an important strategic task how to resolvethe problems of food safety and protect the health and life safety of common people.Under the background of special historical development period in China, socialmanagement has not accomplished. As a life-saver of solving food safety problems inChina, food testing work places great hope and responsibility.On the guidance of food safety management theory and combined withexperience of products quality supervision and management, the author deeplyanalyzes the food safety situation of inspection and risk monitoring system in Chinaand puts forward the perfecting countermeasures based on the experience of therelevant developed countries.The core viewpoint of this thesis is governmental inspection organizationscoexist intermediary inspection organizations and enterprise inspection organizations.This new system is suitable for present system of inspection organizations in China.The author designs3-level framework that is enterprises are responsible forself-inspection, intermediary inspection organizations are in charge of entrustedinspection and government is responsible for supervision, sampling inspection andrisk monitoring. This framework is based on making clear the function of differentfood inspection subjects and confirming development orientation. Perfecting foodsafety inspection and risk monitoring system is the key point to solving the problemsof food inspection regulation and system at present. The author redesign reasonablesystem of food safety inspection and risk monitoring based on the perfectingcountermeasures including put enterprise’s main body responsibility of factoryexamination into effect, develop market intermediary inspection organizations,standard the independent main body qualification of governmental inspectionorganizations, rebuild governmental inspection organization system, unify inspectionstandard and methods. The author believes that this new system will provide thestrong technical support for the food safety work.
