Since the reform and opening up, foreign direct investment (FDI) has played an important role in the economic development of Jiangsu Province. It has been in the first place in absorbing FDI in the country for nine consecutive years. But the FDI distribution is not balanced, South of Jiangsu has been the focus of foreign investment, there must be some relationship between FDI regional distribution and economic differences. Therefore, this article raises two issues:What’s the regional distribution changing trend of foreign direct investment in Jiangsu Province? What’s the result of the regional distribution enforcing the Jiangsu’s blance regional economic development?Foreign direct investment is one of the most active in today’s global economy, the most striking economic phenomenon, foreign direct investment in research absorbed location theory, the research results of international direct investment theory and the theory of industrial organization and other related disciplines, has become the economic interdisciplinary studies, geography, management theory one of the cutting-edge issues. In the field of regional economic differences, due to various limitations, a considerable part of the study is based on China’s east, the three major sections of the western region and inter-provincial data to study. This classification is scientific data used statistical coverage is too broad and worthy of careful consideration. Therefore, a province at the municipal level data to study hope to show a panoramic view of regional economic disparities;have some kind of typical of FDI in Jiangsu expansion, regional aggregation and spatial distribution of some of the changes can reflect national FDI evolution. The use of foreign capital to promote the smooth and balanced economic growth is our ultimate goal, therefore, the study of Jiangsu in FDI distribution on economic differences and Countermeasures, provide a reference for other parts of the balanced economic development. Many scholars on China’s east, west and inter-provincial foreign distribution equilibrium has been studied, but this inter-district division there are unreasonable, this article will be Jiangsu Province for the object, time and space distribution of FDI from levels of Jiangsu Province of FDI to uneven growth trend;the regional FDI is growing, but Southern FDI is much higher than the Soviet Union and northern Jiangsu, but the proportion of southern Jiangsu every year on the decline; cities FDI up to Suzhou, to maintain absolute superiority, are catching up, but hopeless in the current catch-up; all levels of regional FDI overall trend similar to the wave-like growth; either Sunan Suzhong three regions The absolute differences between or within the three regions are present in the expansion, the relative difference in the narrow, showing convergence; similar trend of growth of per capita and total FDI.At the same time, the decomposition of the economic differences of the output of livelihood indicators. Using a variety of absolute and relative difference index is estimated that the economic differences of the Jiangsu Province that the Jiangsu Province of the output indicators of absolute differences and relative differences are expanding; livelihood indicators, whether the per capita net income of urban residents or farmers’ per capita net income, absolute differences in the expansion, the relative differences in the early fluctuations, slow growth, late, and two indicators of convergence at the same time, the Gini coefficient are quite small, indicating that the Jiangsu provincial and municipal level to calm down the gap is not. Through the application of bi-directional pure incremental model "measurement regression test showed that FDI can explain the differences and livelihood indicators of output indicators of urban residents per capita disposable income differences, while FDI is not able to explain the differences in net income of farmers.
