As a basic sector of the National Economy and Society, the realestate industrialsurely plays animportant role on promoting economic growth, relieving the employment pressure, and enriching thefiscal revenue. On the other hand, its particular functions on ensuringthe citizen’s livelihood,promoting the harmony and stability of the society has attracted great popularityof the societyandhighly concerns of the government, which makes it become one of the sectors for macro-control.Since the delayed adoption of market mechanism, less accumulation, and inadequate experience ofthe Government in the reform, the sector comes up with many problems. Although the control meanshave been continuously implemented and achieved some sound effects consequently in recent years,but the stubborn faults as the rocketing land-price, over-high and rocketing house-price, largerin-equilibrium gap between supplies and demands, shortage of welfare or insurance residential sites.Based on the background above, thethesispresents a thoroughly systematical theoretical andempirical study on the control performance in the effects and affecting factors using the detailed datafrom1998on, and as to dealing with the practical facts of our country and by learning from theadvanced experience abroad, some suggestions upon promoting macro-control performanceare setforth to offer the Governments a reasonable and effectivesupport on the decision of macro-controlpolicies.The paper consists of the following sections:Part I Outlines the skeleton with a clear discretion of the purpose and significance of the thesisresearch, and a more detailed research framework is proposed on consisting of the general ideacontents and its main points, difficulties, innovations as well based on a thoroughlyliterature reviewon the issue.Part II Focuses on the definition to the concerned the concepts and scopes and carriesatheoretical study on the definition of the key words macro-control on the real estate sector, its subjectand object, and the necessity with the multi-theoriesof the public management, public economicsetc.Part III Presents a thorough combing all the policies on the real estate macro-control from1998up to now followed a clarifyof the periodical stages with the characteristics of different the of theevolutioncontext, so that the exerting and entry point of the control policies, and the combination ofapproachescan be classified and analyzed.Part IVSelectssuitableevaluation methods on the performance of the control according to thecharacteristics of the research object, and sets up the evaluation index system learning from therelated research achievements on the topics, and implements an empirical study on the controlperformanceof all the control policies since1998. Part VAnalyses the intrinsic causes affectingthe control performanceon the real estates in ourcountry combined results from the empirical study, and then set forth the proposals on thecountermeasures and suggestions of the policy performance and to enhance the effect and to lay out afoundation of the scientific decision-making for the governments.Part VI Sums up the conclusions and assumed the further study on the topics in the future.
