With the increasingly rapid pace of development of the information revolution, the market competition is gradually standardized, open, mature, modern world economy has gradually entered the era of e-commerce. As customer and service is so important for enterprice,market strategy imperceptibly change the traditional product-centric market strategy. To grasp customer demand trend, strengthen ties with customers, effective management and excavations customers, keep customers, in order to create more profitable and sustainable development of the power.As now China’s size of the floating population of over260million, becoming a special group can not be ignored. Expanding the scale of the floating population, increased mobility, concerned about the floating population, concerned about the flow of migrant workers, to provide them with targeted, high quality low price communication services, is the important issue for current socio-economic situation of building a harmonious society.This paper attempts to use data mining techniques to identify the characteristics and laws of the part of the staff, build customer recognition model of mobile communications users of floating population, and to explore the related application. The main contents:analysising Chinese mobile brand characteristics and summarizes the business of mobile communications mobile customers ordering the floating population and behavioral characteristics; using decision tree algorithm to build mobile customer recognition model to identify the key variables to identify current customers and build the model rules table; relying on the BASS of Henan Mobile, ETL tool to achieve the model, and show recognition effect.Through the establishment of mobile customer recognition model, the model is applied to the BASS. Around according to the characteristics of the local floating population, and actively carry out the marketing efforts, combined mobile customer base and depth of analysis, the scale of mobile customers monitor, the the targeted tariff design and marketing to improve handling rate of special events to enhance the flow of customers, improve service quality, enhance thecustomer satisfaction, and maintain social harmony and stability.
