In the past three decades, China’s animal husbandry has undergone an unprecedented development. Especially because of it was generally more abundant rain in northern China of the past two years, coupled with the prices of beef and mutton rose, Resulting in the herdsman breeding scale further expand in the northern desert steppe zone. Because the pasture area is limited and the local grassland transfer market is not developed enough, the herdsman households are forced by the pressure of the survival, Childers’s education, medical, pension and other aspects, and in order to achieve the benefits of large-scale farming, and often tend to select overloading. However long-term overgrazing is bound to lead to grassland degradation, resulting in ecological environment deteriorating, livestock have become increasingly prominent, resulting in livestock not be long lasting. In the case of desertification grassland degradation increasingly serious, the paper aims to explore the relationship between overload and efficiency. The study select the desert steppe representative X as the object of research, hoping to play a certain role in promoting governance of desertification grassland.The core of this paper includes two parts:(1) Using DBA model to estimate production efficiency in desert steppe region of51herdsman in X, and divided herdsman into has not been overloaded, first do not overload, the first overload group, and long-term overload in accordance with the2005,2008,2011livestock balance of X, and accounted for the efficiency of each of the four categories of herdsman group separately.(2) Using the logistic model to analyze the specific factors of affecting the herdsman overload, seeking the deep-seated reasons of herdsman overload.DEA model estimation results show that:The51herdsmen achieve higher production efficiency in desert steppe zone.Secondly, in accordance with the herdsman is overloaded or not, long-term overload herdsman is most efficient, and not overloaded herdsman is the lowest efficient. Finally, with the harsh natural environment in the desert steppe zone, most of the herdsmen are able to achieve higher production efficiency, it also shows the desert steppe area herdsman found a way to self-survival, while adapting to the natural environment with high efficient production.Logistic model analysis showed that:the factors affecting the herdsman overload Behavior:First, there is a significant correlation between the overload number and grassland area, the fixed production costs, liquidity costs of production, circulation grass. Second, the five factors affecting animal overloading husbandry, pasture area, Circulation grassland area, Liquidity production costs has very significant impact with the behavior of the herdsman livestock scale.
