How to improve energy utilized efficiency is an important topics in low-carbon economic research, so it has a vital significance. Data envelopment analysis (DEA) is an important method of evaluating efficiency. After 30 years'development, it has been applied and improved in various fields with its unique advantage. However, the traditional DEA methods do not get out of the trouble of randomness in determining the effective frontier. Concerning the preceding question, the panel data DEA (B-DEA) method is given based on DEA method. This thesis also discusses the model's connotation, characteristics and projection. Then, applying the B-DEA method, a comprehensive and profound analysis about the problem of energy using efficiency of 30 provinces and cities in China has given in order to reveal the overall station of energy efficiency in last years. Finally, in the thesis 23 coal listed companies are chosen as sample to analysis the efficiency condition of major coal listed companies by B-DEA method, and the thesis author points out problems in the development of the coal enterprises in China, and gives the corresponding proposals.Through the research, it is found that B-DEA model can be applied to efficiency evaluation and can meet the requirements of systematic analysis. It can also probide reasonable information and advice for deciders with its unique superiority.
