The global financial crisis beginning from2008has had a profound influence to our country’s economic development in recent years. Banks as an important part of the national economy, also has been influenced in the process of development. No matter the big four state banks, or the small and medium-sized commercial banks, are constantly adjusting development strategy in the past few years in order to meet the growing challenge. In the face of international and domestic environment of recession and continuous adjustment of macro economic policy, at the same time in the face of foreign banks influx and the intensifying competition among domestic banks, all commercial Banks are eager to find a suitable way of survival. Comprehensive budget management increasingly draws attention to the commercial banks in this big background, and becomes an important tool of strengthening financial management, improving the internal control level, integrating the internal resources and balancing the interest relationship. Comprehensive budget management in realizing the sustained and stable operation, promoting steady growth of the economic benefit and keeping competitive advantage plays a more and more important role. When it comes to how to effectively use the comprehensive budget management in order to promote the realization of the strategic target, it becomes a problem which needs urgent solve ment for each commercial bank.Based on Baoshang Bank Co., Ltd. implementation of the comprehensive budget management as the main research object, this paper explored Baoshang Bank Co., Ltd. present situation of comprehensive budget management, pointed out existing problems such as in-completed content, in-completed participation, in-completed process, in-completed frequency, and in-completed index, and then analyzed the cause of formation, introduced the concept of comprehensive budget management to Baoshang Bank Co., Ltd.. Through the design of overall framework of Baoshang Bank Co.,Ltd. comprehensive budget management, this paper straightened out the comprehensive budget management process, cleared about the organizational structure and responsibilities for each department’s division of the comprehensive budget management, strengthened the construction of information system of overall budget role, emphasized evaluation of comprehensive budget, and builded up scientific and dynamic comprehensive budget management system for Baoshang Bank Co.,Ltd., for the final purpose of solving the in-completed problems of comprehensive budget management, promoting financial management level and strengthening the internal control effectively, promoting the reach ment of strategic vision and realizing the sustainable development.
