Performance management is the core position of the human resource management, which is to help enterprises to improve productivity continuously and achieve corporate strategic objectives and tasks most effective method, and is a continuous and circulative process to the managers in different levels in companies, which in order to reach the organization’s goal and to participate in the establishment of performance plan, counseling of performance communication, appraisal of performance examination, application of performance result, promotion of performance target. Performance management as a management tool and method can effectively help the enterprise to achieve the mission and becomes the growth and persistent development power of enterprises. As a technique and method of performance management, Key Performance Indicators (KPI) is used by many enterprises especially the small and medium enterprises for the reason of simple, clear, specific and measurable.By the combination of approaches of comparative analysis, literature analysis, questionnaire analysis, statistical analysis, expert consultation and interviews, the thesis has made a deeply analysis and research on the problems and achievement of performance management based on investigation of Yunnan tobacco machinery company and domestic and foreign related literature, also key performance indicators (KPI) is discussed in detail. Based on above research, this thesis makes use of performance indicators (KPI), combined with the Balanced Scorecard (BSC) and related management by objectives (MBO) principle, starting from the Yunnan tobacco machinery company strategy, using the value tree decomposition method, the key factors driving method, fishbone graph decomposition method, etc. and thus forming company’s KPI and department’s KPI in the end. The thesis also makes further research on Yunnan tobacco machinery company’s performance plan, counseling of performance communication, implementation of performance examination, evaluation and feedback of performance, application of performance result, etc. in order to ensure that the new performance management system can be implemented smoothly.
