Accelerating process of process of global economic integration, the international tobacco enterprise dominate the huge tobacco consumer market of China, and the implementation of “The Framwork Conwention on tobacco control”,In this context, tobacco industry of China is faced with much pressure. In order to reply the increasingly severer challenges, tobacco industry of China carry out a set of reformation.As the existing two kinds of personnel system(in the staff and employees), the tobacco monopoly bureau must carry out some reform in the personnel system to face with the challenges. In order to promove the enterprise staffs’ enthusiasm of the work, tobacco monopoly bureau gradually carried out performance appraisal on enterprise departments and staff work. However,for the tobacco enterprises, there’re a certain number of problems in some aspects which is on the set of index system, or in the operation of performance appraisal.This text includes six chapters. In first part, it introduces the situation that tobacco commercial enterprises encounter in China, and the background of implementating management about performance evaluation. It summarizes related research about public sector and performance and evaluation in tobacco industry. And then, through the contrast research it analizes thoroughly present situation and index system of performance appraisal in Nanchang. Besides, it also formulates a series of related perfect index system about performance evaluation by applying job analysis and key performance indicators(KPI). Meanwhile, it introduces briefly promotion of tobacco enterprise from performance appraisal to performance management,so as to expand the research about performance management of tobacco monopoly bureau. |
