Study On The Government Procurement System Of Guangzhou

Government procurement is an important mean in financial charges of governmentsnowadays. After nearly10years of implementation and development, governmentprocurement system has obtained certain achievement. However, there are still someproblems on the government purchasing management mechanism.On the basis of introducing the theory and successful management experiences fromforeign advanced countries, such as America, England, Japan and Korea, this paper proposessome suggestions to perfect the government procurement system on the parts of the law, theinternal administrative control and external management of supervision, combined with thepresent situation of Guangzhou and the domestic parts of pilot experience in our country.Regarding the government procurement system of Guangzhou, several major problemswere found in supervision implementation such as imperfect rules, bad-organized forms,frequent conflicts between government and suppliers, divorced management and supervision.This article aims at the imperfection of procedure systems and institutions of Guangzhougovernment procurement. Suggestions related to reform and future development of thegovernment purchasing systems are also put forward.
