Study On Standardizing And Regulating The Government Procurement System In Our Country

Government procurement is the procurement behavior with the government's dominant sector, while the government procurement system (GPS) is the institutionalization and standardization of the government procurement's behavior. GPS is a legal system to instruct, manage and supervise the government procurement's behavior. GPS has a history of over 200 years in the world. But in our country, as a producetion of market economy, GPS is formed in the early days of market economy and consummated in the developed stage of market economy. So on the basis of benefiting from different country's experience and according with international practice, standardizing and regulating the government procurement system in our country has far - reaching consequences for market economic construction and even for the development of society and politic.In recent years, some domestic scholars have gradually attached importance to study the GPS. But most of the study is restricted to current government procurement's statement or commentary and foreign GPS's review or description, which suggest that GPS's study in our country is not systemic and deep enough. With the method of combining theoretical research and practical operation, the thesis makes deep and wide thought about how to construct a GPS according with Chinese situation and international practice and put forward the advices about how to standardizing and regulating our GPS after analyze and research the theory and practice of government procurement in both domestic and foreign countries. Firstly, the thesis determines the basic principles of our GPS which are the principles of enough competition, enough transparency, enough justice and appropriate inclination. Secondly, from defining the coverage of our government procurement, the thesis suggests a frame and advices for regulating the GPS in our country. Finally, according to the deficiency of present reformon financial expenditure, the thesis advances the relative supporting reformation on standardizing and regulating our GPS.The thesis adopts the method of analysis and differentiation. It also pays great attention to combining theory and practice. The study of this thesis shall be of great use both for consummating our GPS and for promoting legality building in our country.
