It also exacerbated the financial difficulties, accelerated the collapse ofproduction and also to some extent exacerbated the severity of inflation, state-ownedenterprises did not play the role of the security barrier, and did not make contribution tostabilization from planned economic system to market economic system.With the gradual improvement of the market economic system, transition developsto the deepening stage. During this period, state-owned enterprises still widely exist invarious fields, compared with the1990s, their status and function have been enhanced,especially in the construction of infrastructure and livelihood ensurance, they take on therole of provider. In2012, published on 《About Our Economic Tasks》, Putin, pointedout that in Russia state-owned enterprises should give full play to the role in theintegration of resources, capital supply, and technological innovation, form internationalcompetitive modern enterprises. Then state-owned enterprises will contribute toachieving the goal of economic modernization. Therefore, the state-owned enterprises inRussia will also have a vaster development space and have a larger development scope.So, to strengthen supervision to state-owned enterprises, is necessary.
