The Study Of The Direction Of The Reform Of State-owned Enterprises In China

The reform of state-owned enterprises in China has started since the reform in1978, which occupies a very important position in the whole economic reform. And more than thirty years have gone till now. In this process, the reform of state-owned enterprises has faced many stages and taken a variety of forms. It has made amazing achievements. However, it is undeniable that there are also some problems cannot be ignored in this process. It requires that we must be fully aware of the problems in the next step. Only in this way, can the reform of state-owned enterprises get a new success. In the problem of the further reform, there has been a new debate on the direction of the reform. There are two different kind of view about this question. One is based on the Western property rights theory which insists the privatization idea. And another one insists that we must adhere to the public ownership as the main body in the reform. This kind of idea is based on the property thought of Marxism.This paper attempts to study two different kinds ideas of reform based on their different property rights theory. Also, it will give a review of the course of the reform of state-owned enterprises and several debates on the question from the perspective of property rights. And analyze that the debates is talking about the direction of the reform. Finally, it will give my own thinking about this question from the property thought of Marxism.The basic framework of this paper is the past of the reform, the debates about the present situation and the direction of the reform. And it mainly has two basic theories and two different discussion direction based on the two theories. Finally, the paper will give my own view about the question.The full paper includes six chapters. The first chapter is the introduction part. It mainly explains the background and the meaning of the question, and gives the explanation of the research methods and ideas. Chapter2is the basic theories of the paper and the literature about the direction of the reform of state-owned enterprises. Chapter3is the course of the reform of state-owned enterprises and the explanation of the current situation of the state-owned enterprises. Chapter4analyzes the current debates on the reform of state-owned enterprises from the perspective of property rights. Through these debates, it gets the conclusion that they are discussing the direction of the reform. So chapter5will discuss the direction of the reform based on different property theories. The last chapter of this paper gives my own thoughts of the question.
