In the trend of economic globalization, developed countries have accelerated thepace of industrial upgrading and transfer and also accelerated high-tech industries forforeign investment in the speed. In recent years, high-tech industry has become one ofthe hot areas of the foreign direct investment of the developed countries. TheMulti-National Corporation will have departments of processing, assembling, andtransfer to China. In the era of knowledge economy, high-tech industry developmentlevel is related to a country’s comprehensive national strength and internationalcompetitiveness. It means that FDI provides a good opportunity of the enhancementdevelopment of China’s high-tech industry and economic power. But the high-techindustry also has many problems in the process of investment, especially in thetechnology introduction, there is bottleneck absorption capacity and lack of capacityof independent innovation, It creates obstacles for the future development of China’shigh-tech industry. Therefore, our country should attach great importance to theintroduction of foreign capital, rational use of foreign capital to promote thesustainable development of China’s high-tech industry.In this paper, on the base of the related research literature, I expound the FDItechnology spillover effect in China’s high technology industry mechanism, andanalyst the status of FDI in high technology industry. At last, it pointed out thatChina’s high-tech industries problems. The foreign investment industries and regionsis too concentrated, the introduction of foreign investment project’s technology is toolow and digestive.Empirical Analysis on the spillover of FDI technology and the development ofhigh-tech industry has three aspects. FDI technology spillover in high-tech industryhave effect on empirical study. Empirical study on the effects in different industries ofFDI technology spillover of high-tech industry. Empirical study on factors of FDItechnology spillover in high-tech industry. The technology gap between domestic andforeign enterprises is still influence the foreign investment as important factors inpromoting the development of high-tech industry in China. Finally aiming at the mainproblems of the development of China’s high-tech industry, we put forward to accelerate the utilization of foreign direct investment to promote the development ofhigh technology industry in China.
