Environmental pollution generated in the process of coal resources exploitation is one ofthe typical environmental issues our country faces. The government has implemented a widevariety of environmental regulation initiatives, attempting to solve such environmental issues.Firstly, this paper defines the concept and theory of coal mining environmental pollutionproblems, and analyzes the trends of Anhui’s coal mining areas of environmental pollutants.Secondly, on the basis of environmental technology, this paper extends the traditional outputdirectional distance function approach, and then constructs a new shadow price model whichcould make a comprehensive estimation of multiple environmental pollutants. For the studyperiod to2009and combined with the sample data of Anhui’s coal mining and dressingenterprises, this paper estimates the shadow prices of three pollutants. Thirdly, on the analysisof shadow prices, this paper analyzes the regional differences and influencing factors ofshadow prices. Finally, after summarizing the main conclusions of this paper, some relevantpolicy recommendations are put forward.The results show that the shadow price of waste water, waste gas and solid wastedischarged by Anhui’s coal mining and dressing enterprises, is216Yuan/t,313.7Yuan/t and1784.8Yuan/t, respectively. The shadow prices of these three kinds of environmentalpollutants are different, which reflects that the cost to deal with different environmentalpollutants faced by Anhui’s coal mining enterprises is different; the shadow prices ofenvironmental pollutants in different areas are different, and the differences within the regionis the main reason for the interval differences; there is a certain degree of negative correlationbetween shadow prices of environmental pollutants and the density of pollution emissions,that is, pollution reduction intensive effect exists; there is a significant negative relationshipbetween shadow prices of environmental pollutants and environmental efficiency of the coalmining area.
