Research On Fiscal Farm-Support Analysis And Policy Proposal Of Shanxi

The foundational characteristics and disadvantaged status of agriculture determine the necessity of fiscal farm-support spending in China. The fiscal farm-support spending has great significance to promoting the development of social undertakings in rural areas, promoting the increase of farmers’ income and achieving the sustainable development of rural.This paper aims at an empirical analysis on the scale and structure of Shanxi fiscal farm-support spending,using marginal output method to study the effect of Shanxi fiscal farm-support spending,using VAR model to study the relationship of the fiscal farm-support spending,farmers’ income and consumption.At the same time,this paper use trend analysis method to compare the scale of national and provincial fiscal farm-support spending. Shanxi fiscal farm-support exist the following problems:fiscal farm-support spending does not meet the requirements of modern agriculture construction,insufficient scale,unreasonable investment structure, imperfect management mechanism, complex management department, waste of money, imperfect supervision mechanism,lagging backward evaluation system. These problems seriously reduce the efficiency of the use of funds for supporting agriculture, hinder the modern agriculture construction and the improvement of living standards of farmers.Caused the problems are these reasons:financial difficulties restrict the growth of agricultural input; problems in the reform of the taxation system lead an imbalance between property and powers in local government; the drawbacks of the administrative system reform make the government lack of autonomy in policy formulation, the local government cannot make agriculture policy suits to local conditions; the government at all levels lack awareness of fiscal farm-support, on the one hand, ignores the relations between modern agriculture construction and urbanization construction, on the other hand, the government transfer the funds of fiscal farm-support to other areas; The imperfect of law construction can not guarantee the implementation of the fiscal farm-support policy.Based on the above issues, on the basis of foreign fiscal support on agriculture experience, according to our12th five-year plan and combining with the requirements of modern agriculture construction and the goal of double the income of Shanxi farms,this paper make following recommendations to the Shanxi fiscal farm-support:establish a full range of agricultural support system of provincial co-ordination and city linkage on the basis of state subsidies support, take the provincial farm-support policy as a guide, promote the linkage of city and county fiscal farm-support spending, optimize the structure of the spending,establish modern agricultural science and technology innovation system andrural education system,accelerate the construction of rural infrastructure, promote the organization of agricultural production and social services, establish agricultural subsidy system which meet the requirements of the modern agriculture construction; innovate the fiscal farm-support management mechanism,further promote the "province governing county" system reform, clear all levels of government’s property and powers, speed up the integration of farm-support funds,exert the scale effect of farm-support funds;innovate the fiscal farm-support supervision mechanism, strengthen the agriculture budget management and daily supervision, improve and perfect public opinion expression mechanism, broaden the regulatory domain, accelerate the legal construction of farm-support supervision; innovate the fiscal farm-support backward evaluation mechanism, raise at all levels of government’awareness of fiscal farm-support backward evaluation, define the subject of farm-support backward evaluation, accelerate the construction of backward evaluation work,achieve an institutionalized,scientific,effective use of farm-support funds.
