Based On The Perspective Of Institutional Changes Performance Study Of Rural Credit Cooperatives Reform In China

In2003, the state council issued the deepening the reform of rural creditcooperatives pilot program, rural credit cooperatives reform gradually spread across thecountry. After nearly a decade of reform, China’s reform of rural credit cooperativeshave made some performance. But after the reform of rural credit cooperatives are stillin the institutions, the internal management and supervision on the practice pattern ofnational unity, the low degree of marketization, difficult to adapt to a variety of financialdemand. Therefore, improve the performance of rural credit cooperatives reform inChina, and promote further reform of rural credit cooperatives of our country to ourcountry economic development is of important theoretical and realistic significance.Refers to the replacement of the new institution, institutional change and thedynamic process of changing the old system and the reform of rural credit cooperativesare always accompanied by institutional change. So, in this paper, the performance ofrural credit cooperatives reform in our country research on institutional change theory,institutional change as breakthrough point research performance and the direction offurther reform of rural credit cooperatives reform in China.This paper mainly studies based on the perspective of institutional changeperformance analysis of rural credit cooperatives reform in China. In terms oftheoretical research, first of all, starting from the background and significance ofresearch, reviews the related literature at home and abroad research; Then, through thereview on the basic content of the theory of institutional change, was established basedon the perspective of institutional change of rural credit cooperatives reformperformance analysis framework. Finally, on the institutional change of rural creditcooperatives reform dynamics are summarized and summed up.According to the theoretical research, this paper set up a performance analysisframework based on institutional change of rural credit cooperatives, the frameworkincludes three dimensions, such as property rights, state and subject and combining withreform of rural credit cooperatives in Henan province, from the dimension of before andafter the reform of property rights of rural credit cooperatives, the state dimension andthe main body dimension to analyze performance of rural credit cooperatives reform ofHenan province. Analysis results show that: first, in terms of property right structure,through the reform, further clear property right relations; Second, in terms of nationalrole, where the people’s bank of China, the government and other government agencies, under the influence of rural credit cooperatives favours bank restructuring joint-stockroad; Third, in the reform of the subject’s operating ways, through the reform of ruralcredit cooperatives over consecutive losses, on a new step of rural credit cooperatives;Fourth, in the reform of agriculture, rural credit cooperatives to serve "SAN nong" iswider in scope for the development of rural economy has played a very important role.Of course, the results also showed that the performance of rural credit cooperativesreform of Henan province still exists in such aspects as property right, the country, themain body of five aspects of the main problems. The end of the article according to therelevant theoretical research, and combined with Henan province rural creditcooperatives reform performance analysis, from five main aspects put forward relevantpolicy Suggestions to promote the further reform of rural credit cooperatives in Henanprovince.
