The development of industrial transfer tide of globalization, not only has broughtgood opportunities for development in underdeveloped regions, but also intensifiedcompetition between regions. Facing the complex environment changing moments,Effectively undertaking the transfer of industries in large part to promote industrialstructure adjustment and industrial upgrading, so as to promote the rapid developmentof the economy. As one of the more developed provinces of the central region, HunanProvince has undertaken a large number of foreign industry and has receivedremarkable results since the late1980s. However, with the passage of time, the HunanProvince in practice also encountered such as industrial structure, industrial chainmatching problems and some problems to be solved, Which to some extent hinderedthe region to enhance the competitiveness of Hunan Province and the coordinateddevelopment of the province’s economy. Therefore, how to grasp the dynamicmechanism of Hunan Province to undertake industrial transfer, in essence, to promotethe development of international industrial transfer and inter-district transfer ofindustries, started to become the focus of the province. The article carry onundertaking regional as the research object, from the regional multiple perspective,enterprise, industry, government, adopt the method of combining theory and empiricalanalysis on dynamic mechanism of industrial transfer.First, the theoretical part of the industrial transfer theory, combined with theindustry turn to move, build industries to relocate to the analytical framework of themultiple perspectives; Second, based on the analysis of the theoretical analysis and thepresent situation of Hunan province undertaking industry, the article select HunanProvince in eleven years2001-2011,14cities index data, test and build the multipleregression model, empirical tests Hunan Province to undertake industrial transfer ofpower factor.In this paper, the empirical results found that: First, when traffic location ismore developed and the quality of the labor force is higher, that location more canpromote to undertake industrial transfer; Second, from the industry perspective, theindustrial structure of Hunan industries relocate to a significant negative correlation,while industrial agglomeration of foreign direct investment has a negative significantinfluence, and for inline investment has positive significant impact; Third, from theangle of enterprises, labor costs and the potential market and undertake industry is significantly positively related; Last, based on the perspective of government,infrastructure investment is negatively related to the industry to undertake andsignificant is not high, at the same time, the degree of opening to the foreign directinvestment is a positive significant effect, the inline investments is the negative effectsignificantly. In view of the results do not tally with the hypothesis, the paper gives areasonable explanation. Finally, the article normative analysis on mode choice ofindustry and the relevant policy recommendations put forward in Hunan province.
