Industrial transfer was an important economic phenomenon in recent process of world economy. The international industrial transfer, in which industries flow from developed countries to developing countries, has come to climaxes several times. Within China, regional industrial transfer is also growing up, in which industries flow from developed regions to underdeveloped regions. The transfer is a result of factor cost increase and deterioration of development environment in eastern regions after its economic liftoff.Regional industrial transfer bears great realistic meaning and important research value against the background of China's economic performance. It's the only way for backward regions to the great-leap-forward development, and also a powerful means for developed regions to the adjustment of industrial structure. It's an important measure to a coordinated development of regional economies and the key to sustainable development in China. This paper makes a special study to a specified type of regional industrial transfer. The leading roles in the transfer process are labor intensive manufactures. They flow from developed eastern regions to underdeveloped western regions. The industrial immigration into backward regions and emigration from developed regions are simultaneous. This type of transfer process is distinguished from another type of transfer process, in which original plants still exist in developed regions after new plants are built in backward regions. As a whole, this type of industrial transfer is under the combined action of inner and external strengths. The inner strengths refer mainly to profit motives of all beneficial subjects in transfer process, such as transferors, transferees, governments and enterprises, and also include driving and resistance forces brought by the subjects. These motives and forces are called the inner dynamic mechanisms of regional industrial transfer. They're of decisive significance to the scale and depth of transfer. The external strengths refer mainly to external influences on regional industrial transfer. These influences are usually from particularities of society, culture, geography, tradition, etc. External influences will also play an active or negative role in the transfer process. The aim of this study is just the inner dynamic mechanisms and external influential factors in China's regional industrial transfer, especially the mechanisms and factors with China's characteristics or local uniqueness. In current literature, few studies specialized in dynamic mechanisms and influential factors of China's regional industrial transfer in the eyes of China's current national conditions. Further more, comparative analyses of different types of industrial transfers in regional and international economies are also rarely seen. This paper attempts to bring innovations to this field of research. This dissertation begins with reviews of overseas classical theories and domestic studies about industrial transfer. When reviewing the former, this paper lay particular emphasis on five major classical theories and stress on analyzing their feasibilities of applications in China's regional industrial transfer. When reviewing the latter, this paper selects two typical academic disputes among domestic scholars and attempts to find something which is in common with this thesis from these disputes. On this basis, this paper makes a concrete analysis of the specificities of China's regional industrial transfer in respects of inner dynamic mechanisms and external influential factors. The analysis of inner dynamic mechanisms takes the different features of manufacturing structures in eastern and western regions as a breakthrough point, and studies the multiplex dynamic mechanisms formed from these features. The multiplex dynamic mechanisms are comprised of four beneficial subjects' motives, enterprise in transferor regions, governments in transferor regions, enterprise in transferee regions and governments in transferee regions. Besides these economic motivations, this paper also researches the great significance of regional industrial transfer to the labor employment in western regions against the background of the feature of manufacturing structures there. This social significance plays a special role in the inner dynamic mechanisms of China's regional industrial transfer. The analysis of external influential factors is segmented in three fields: geography, flows of production factors, industrial agglomeration. These sections mainly discuss how above influential factors act on China's regional industrial transfer and what effects they'll bring. The study about geographic factor specially analyses the innate constraints which root in the location disadvantages of western regions. The study about flows of production factors focuses on the substitution of labor flow for capital flow between eastern and western regions. The study about industrial agglomeration selectively analyses the industry clustering effect and industry isomorphism effect in eastern regions, and discusses their influences over motivations for transfer of eastern enterprise. Based on above studies, this paper comes to the core conclusions: influenced by the features of manufacturing structures in eastern and western regions, there are fewer economic motivations and more social motivations in China's regional industrial transfer than in the common international industrial transfers; the three main external influential factors with China's characteristics or local uniqueness all have impeded regional industrial transfer process in various degree and in different aspects. In view of present situations, this dissertation ended with the policy proposals about how to promote China's regional industrial transfer.
