With the rapid development of social economy, the people’s living standards were continuing toimprove, the market demand of livestock products was getting stronger and stronger, and its consumptioncontinued to increase. The amount of livestock and poultry wastes increased year by year with thedevelopment of the livestock industry. The waste emission would cause water pollution, agriculturalpollution, and destruct ecological environment, restrict economic development, and threaten human health.Effects of livestock farming on the environment was becoming increasingly serious, the people paid moreand more attention for its control and treatment, thus increased investment in environmental protection forlarge-scale farming projects to promote livestock pollution control, reduce pollutant emissions. It wasextremely important to actively carry out resource recycling, investment reduction, waste reuse, from thesource control pollution in the production, particularly the development of circular economy. Generally, thetraditional farming methods and extensive management were still largely practiced in the most area todayin Xinjiang, which lacked of both facilities and ability for livestock pollution control, and the treatment oflivestock wastewater and solid waste, as well as reuse were poor. For large-scale farming projects thedevelopment of recycling economy was propitious to protect environment, improve economic efficiency,promote the resources, economy and environment sustainable development, so the large-scaled livestockcircular economy evaluation index system was great significance for non point source pollution problems,solve the pollution from livestock and poultry breeding cycle utilization and protect environment.This paper constructed the large-scaled livestock circular economy evaluation index system, thesystem included a target layer, four criterion layer consists, twenty-five specific indicators, used analytichierarchy process, entropy method to determine the weight of each index in the system, used the linearweighted sum method to comprehensive evaluate of the circular economy, used the disorder degree analysisto find out the main factors hindering large-scale farming projects for the development of circular economy.On a scale beef cattle breeding project in Fukang city as an example, to manage aquaculture pollutant, anddifferent schemes on the environmental protection facilities from the environmental benefits, economicbenefits and other aspects of the development of circular economy index calculation. The results showedthat no any environmental protection facilities, the development of circular economy index was0.0618,only the sewage treatment facilities of circular economy development index was0.243, only the exhaustgas treatment facilities, the development of circular economy index was0.159, only the solid wastetreatment facilities, the development of circular economy index was0.409, sewage, waste gas and solidwaste management facilities were added when the circular economy development index was0.688.Afterbrought additional environmental protection facilities the environmental benefits, economic benefits, moreto realize sustainable development of aquaculture and the environment. Calculates the main factorshindering large-scale farming projects for the development of circular economy was the waste treatmentresources recycling economic benefits, reducing the exceed sewage charges, obstacle degree values were20.27%,14.97%, and puts forward the measures to reduce the blocking effect.
