Study On The Change Of Ecological Service Value Of Farmland Consolidation

Agricultural land refers to land used for agricultural production, which is the basis of human life and production. At the same time, agricultural land is a complex, containing the natural, cultural, social and so on. Agricultural land plays an irreplaceable role in economic production, ecological services and social security. By combining plots, flating the ground, constructing water conservancy and other means to change the original type of agricultural land, so that to bring about the existing agricultural land, then causing the change of the value of ecosystem services in agricultural land. The ecological service functions of agricultural land include soil and water conservation, the composition of the atmosphere, organic matter accumulation, environment cleaning, and soil fertility and so on, which reflect the important ecological services value of agricultural land. It has great significance that assessmenting agricultural land ecosystem services value scientificly and accurately for rational development and utilization of agricultural land resources, protecting existing agricultural land resources and promoting the sustainable use of land resources.In2008, Jilin Province started the implementation of the "western land development and consolidation project", which was a major historical project to enhance food production capacity in Jilin Province. The project was consist of three areas that were the the Da’an project area, Zhenlai project area and Songyuan project area respectively, involving five counties (cities, districts), which were the Da’an city, the Ningjiang former of Songyuan city, the former Guo’erluosi Mongolian Autonomous county, the Qian’an county and the Zhenlai county,29township (town) and190administrative villages, covering a total population of21.71million. The project invested62billion yuan and the total construction scale was340986.76hm2. Through the project, the cultivated area increased170573.21hm2, cultivated rate increased of50.03%; paddy field area increased96256.15hm2; the construction of a high standard of basic farmland reached306369.61hm2, including paddy field area would be138538.28hm2; grain production inceased1.692billion kilograms.This paper was to combine the Da’an project area, which was one project of Jilin Province Western Land Development consolidation major projects, and then evaluated the value of ecosystem services before and after land consolidation, based on Costanza proposed the theory of ecosystem services value in "Nature" magazine for the first time, combined with China ecosystem services value equivalency factors table, which was proposed by domestic experts Xie et al, in accordance with China’s national conditions and the actual situation. And the paper made a comprehensive evaluation on change of ecosystem services value of Jilin Province Western Land Development and Consolidation, analyzed the major obstacles of changes in the ecosystem services value of land development and consolidation, and tried to build benign development model for ecosystem services value of land development and consolidation, as well as provided theoretical basises and policy recommendations,so that to promote the agricultural economy of the western region of Jilin Province to achieve a virtuous cycle and sustainable development.
