Gradually accelerate as China’s economic development, China’s iron and steel industry has achieved rapidly. Up to now, China’s steel production for many years, the throne of the highest in the world, China become a big country of steel is not in doubt, but China is still far from the powerful country. China’s iron and steel enterprises are widespread international competitiveness, the low level of sustainable development in the phenomenon. The steel industry as a pillar industry in China’s future, should be implemented as soon as possible transnational business strategy. Internal drive for the pursuit of economies of scale, reduce costs, in the environment of economic globalization, the pressure against external competition, eliminate backward production capacity, energy saving requirements. The Chinese iron and steel enterprises must pass the right strategic choice and to improve the overall competitiveness of the steel industry in China.This article aims to practice outside the Anshan Iron and Steel Group to develop iron ore project to explore the development of Chinese iron and steel enterprises in business strategy and strategic mode. The first chapter reviews the development process, Anshan Iron and Steel Group’s international operations and its iron ore project at this stage situation and main features. The second chapter first described the theoretical basis of transnational business strategy Discriminating transnational business, to explore the theory to the theory of the development of a small investment cycle theory, scale theory, technology, localized monopoly advantage theory, the theory of technology innovation and industrial upgrading, inteory of marginal industrial transfer, including the theory; Second Angang overseas iron ore joint development project, for example, analyze the cause of the problem of transnational business strategy in China’s iron and steel enterprises, mainly from the internal factors of iron and steel enterprises in China as well as external factors into the analysis, and the analysis of the opportunities and challenges of the enterprise; final analysis of the strategic choice of the Chinese iron and steel enterprises transnational business based on iron ore cooperation projects, and proposed measures and should give the Chinese iron and steel enterprises in the implementation process of the Government protection. The third chapter is the conclusion and inadequacies. Mainly reached the following conclusions:First, the actual status of the theory of the multinational operations and Anshan Iron and Steel Group’s multinational operations combined, and put forward practical macroscopic theory guiding principles, microeconomic theory applied basic. Secondly, through analysis of the Anshan Iron and Steel Group faced in transnational business process within and outside environment, an important driving force to find support China’s iron and steel enterprises in transnational operations. At the same time to identify the various problems faced by Chinese enterprises in transnational business and the reasons summarized based on the spatial orientation and development orientation of foreign investment in China’s iron and steel enterprises. Third, on the basis of the respective corporate and government systems analysis functions, respectively, proposed steel companies and the government should take countermeasures and safeguards.
