Until2012, China’s domestic telecommunications market has succeeded with total revenue of RMB10762.9billion. Already being recognized as the world’s largest and the most lucrative market, Chinese government has chosen to govern its development closely since the extensive market-oriented economic reform that has taken place in China for the past quarter century. The policies of the government have been evolving in many aspects in recent years。 The question now interesting to us is not whether the government will remain involved but, rather, which form of new’regulatory regime’will take in light of an increasingly competitive global environment。China as a developing country, still face serious situation on promoting Chinese telecommunication regulatory pattern. It is useful to make other countries1experience of regulatory pattern as reference for china。Especially, to study and learn the telecommunication regulator of developed countries, e.g. American, has rich experience and long history on telecommunication regulatory patterns reform。This paper adopted methodology as following:theoretical analysis, Proof study and the method of comparison. Firstly, this paper through theoretical analysis to answer the reason why telecommunication regulatory exists and the necessity, and then, analyzed the telecommunications regulatory pattern reform in America and china via Proof study。After that, through comparison of countries’ telecommunication regulatory system between china and America, points out the differences estimates the advantage and disadvantage of both given the situation of China including history and phases road of transformation in Chinese telecommunication regulatory pattern.
