Telecommunication was usually considered as a natural monopoly industry and controlled by governments due to its unique technological and economical features. With the improving technology of telecommunication and the increasing demand for telecommunication severs, telecommunication industry becomes less and less monopolistic. At the same time, the problems arising from government regulatory failure become more and more serious. Therefore, many governments begin to deregulate the telecommunication industry, introduce competition and reconstruct the telecommunication industry regulation system.Based on theory of competition and regulation reform of the telecommunication industry, this paper studies competition and regulation reform of the telecommunication industry in China learning from the experience of telecommunication reform in UK. This paper also makes suggestion on telecommunication reformation. This paper's mainpoints are as followings:1.With the improving technology of telecommunication, the increasing demand for telecommunication severs, and the problems arising from government regulatory failure, the government introduces competition into the telecommunication industry. However, regulations are still required in the competitive telecommunication market. Both regulation and competition are indispensable in order to achieve workable competition in telecommunication industry.2.Analysis of five indexes from three aspects: revenue, demand and supply of the telecommunication industry in SPSS shows the development of the telecommunication industry. By using method of econometrics, the paper studies the influence of competition on telecommunication and finds that competition has positive effect on telecommunication reformation.3.The lacking of independence and professional of the regulative departments, the void of telecommunication law, and imperfect regulative methods etc represent the lagging of the regulative reformation of the telecommunication industry in China.4.Based on the investigation of reform in the telecommunication industry, some suggestions for future reform are promoted, such as building competition networks in telecommunication, setting up regulatory system under telecommunication networks fusion and improving the four regulatory methods reformation in telecommunication.
