Hebei Province has a better energy resource endowments and a full range of energy. Hebei Province is a large energy production province, but also the largest province of the energy consumption. At the same time, Hebei is a traditional industries province of China, and it consume a large amount of coal, oil, natural gas and other traditional energy resources. The country’s total energy consumption in2010was3.25billion tons of standard coal (electric equivalent calculation method), the total energy consumption of Hebei Province is2.75million tons of standard coal, accounting for8.46%of the total national energy consumption. Hebei Province now accelerate the pace of development and utilization of new energy, but, overall, its development is still in its infancy. Because of the constriction of technical, cost, and other factors, the new energy in the short term can not be a large number of alternative traditional energy sources. Therefore, coal, oil, natural gas is the primary energy consumption in Hebei Province in quite a long time. In recent years, the rapid development of the economy and the construction of large-scale urbanization tremendous pressure to energy supply and environmental protection. Due to the limited supply of their own resources of Hebei Province, the coal, oil, natural gas supply and demand situation is getting worse, more and more prominent economic and social development bottleneck. Order to ensure adequate supply of energy and the environment, economic sustainable development, it is necessary to analyze the energy structure in Hebei Province from energy supply, conversion, consumption structure.Firstly, analysis the energy flows in Hebei Province in2010, and through the analysis of Hebei Province nearly20years of energy production and consumption structure of the status quo, using a combination of qualitative and quantitative research methods, through the collection over the years, a variety of energy consumption and energy-related investment and pollution control large amounts of data, multi-objective decision-making model to establish an energy structure optimization model comprehensive analysis of the system, using the genetic algorithm to solve the model, to clarify the future development direction of the energy structure in Hebei Province, in the future regional energy proposals for the development of Hebei Province, energy security and sustainable economic development is of great significance.
