Currently, there are two important parts of China’s maternal insurance. The first is maternal medical services, including services and hospitalization provided by hospi tals, doctors and nurses to working women and their husbands during pregnancy, labo r and post-partum.The second is maternal allowance, which is a certain amount of sala ry subsides to those who take a maternal leave. This research pays attention to matern al medical services. At present. China’s maternal medical coverage are divided into4parts based on the kinds of people covered:female staff of state organs, public institut ion, citizens of urban corporations and suburban companies The4maternal medical c overage systems were set up in different time and there’s a vast difference of the4tre atments.Out of the circumstances of system rebuilding background and the practical need, the paper proposes ways to reforming the maternal medical expense system and opens a new research field of maternal insurance. The paper analyses the shortcomings of China’s current maternal insurance system and compares the different treatment people of various types receive. As a result, the paper designs a new treatment standard under the principle of fairness, minimum operating cost and maximum efficiency. It also analyzes the impact the reformed system has on insurance fund by accurate theories, model creating and imperial research. It is on this basis that a better refined social insurance system and policy suggestions are made.There are two conclusions after the research and study. The first is that to calculate maternal medical expense in medical insurance. To deducting the unfairness bought by different treatment of medical insurance, and to avoiding medical resource waste due to unreasonable calculations, a universal treatment is proposed, that is the calculation standard of single disease. The second conclusion is to estimate the rising fund by conducting a well-covered assessment of income, expenses and deposits of maternal medical insurance expenses after it is gathered to medical insurance.
