As the development of science and technology and the improvement of modern society,environment has been changed at an unparalleled speed by human being. As the rapid growthof the process of urbanization, the contradiction between agricultural land and constructionland in Yangling District has been intensified. It is urgent to optimize the structure and spatialdistribution of urban and rural land use as well as agricultural and construction land.Accordingly, some suggestions for making land use planning by government would be putforward after classifying the remote sensing images and analyzing the area change statistically,which would be helpful to realize the sustainable development of land use.In this paper, interpretation sign had been established according to the characteristics ofphenological calendar and land use categories. And reasonable decision trees had been builtfor image classification after calculating and analyzing the band characteristics, NormalizedDifference Vegetation Index, Normalized Difference Built-up Index and NormalizedDifference Water Index. After that, according to the differences of land use area, transitionmatrix, and economic statistical data among different periods, driving forces were exploredfrom three dimensions, namely natural, economic and social factors. Apart from that, theconstruction area of Yangling District in2025was predicted by using CA_Markov modelwith restrictions and suitability factors.The period of1995-2010saw a great change of land for different usage. As forconstruction and other land use, the area increased to34.32km~2(36.34%) in2010from17.5km~2(18.96%) in1995. In addition, it increased greatly from2009to2010. Meanwhile,the orchard and forest experienced a dramatic increase, from6.42km~2(6.80%) in1995to20.76km~2(21.99%) in2010. However, the area of agricultural land and water decreasedduring the period in question because of the dramatic increase of construction land, orchardand forest. In terms of agricultural land, the area reduced constantly from68.60km~2(72.65%)in1995to38.02km~2(40.27%) in2010. As for water, the area decreased from1.76km~2(1.87%)in1995to1.33km~2(1.41%) in2010.The economic and social development was the main driving force factor for the changingof land use of Yangling District. Although the natural factor could slightly affect the land use change, it was still inferior to the two factors mentioned before. The predicting resultindicated that the area of construction land would keep the increasing trend to42.79km~2(45.31%) until2025, whilst, the changing trend of agricultural land use was contradictory tothat of construction land. Further, the expansion of construction land would be close to the oldones and the expansion of the town was far greater than that of villages that far from the towncenter. As a result, the area of agricultural land would decrease to29.55km~2(31.29%).Therefore, the protection of agricultural land should be considered and government shouldmake the plan of land for different usage scientifically.
