"Two-oriented" Difficulties And Countermeasures Of Society Under The New Situation In Yunnan Province

The economic and social development in China has made considerable progress since the reform and opening policy. The rapid development of the economic society consumes a lot of resources and emits a few pollutants into the environment. The shortage of resources and environmental problems have become increasingly serious, this is a severe challenge to china’s economic, social sustainable development and the construction of socialist ecological civilization. In this context, the Party Central Committee and the community give high priority to conserving resources and protecting the environment, and at the same time, the Party Central Committee put forward to build a resource conservation and environment-friendly society (hereinafter referred to as the’two types of social) strategic conception. The sixteen session of the fifth plenary session, chairman HU made clear’the building of the resource-economical and environment-friendly society was identified as the strategic conception of the national economic, social development and long-term planning". This paper relying on the project of humanities and social sciences what is educational cooperated by the province and university in Yunnan’the countermeasure research of the resource-economical and environment-friendly society in Yunnan under the new period’. Under the background of’national ecological function zoning’,’two strong one fort’and other series of strategic measures in Yunnan, the paper was based on the present situation of Yunnan’s economic, social development and the characteristics of Yunnan, focus on investigating many challenges and difficulties in the construction of a resource-saving and environment-friendly society. Put forward the countermeasure of Yunnan’two types of social construction, to explore a suitable for Yunnan’s economic and social development and the’two types of social construction of the organic combination of road.In this paper, research on the following four main aspects:Part one, briefly explaining the purpose and analyzing the significance of this study from two aspects of theory and practice at the first time; Then reviewing the research situation at home and abroad; Finally, simply explaining the research ideas, method, the innovation point and the basic framework of this paper.Part two, the basic theory of’two type of society construction. Brief introduction of the practical background theory of’two types of social proposed. Combined with the core of the "two types of social significance and interprets, explaining the relationship between resource-economical and environment-friendly society, and exploring the future trend of ’two type of’society.Part three, the challenges and difficulties of Yunnan’two type of’society construction. Based on the status quo and characteristics of Yunnan, starting with related material and data collected, the existing human resource analyzed systematically. Summarizes the difficulties and challenges facing the situation and construction of economic and social development of Yunnan’two type society’, and analyzes the cause of these conditions.Part four, the ideas and countermeasures of’two types of’society construction of Yunnan. Combined with the actual situation of economic and social development in Yunnan province, from the idea of development change and the mode of economic development change, science and technology support system construction, guarantee system construction and other aspects of’two types of social construction of the operational strategies and measures, play to the guiding role of theory in practice.
