Research On Development Finance Support The SMEs Development Of Yangling Demonstration Zone

SMEs have become an important force of socio-economic construction in the world. Therole in promoting socio-economic growth, increasing government revenue, easing thepressure on employment of residents, and maintaining socio-economic stability is which cannot be replaced. However, due to the existence of market and government failure and othereconomic phenomena, the SMEs are on the road of difficult in financing. A difficulty infinancing of SMEs has become constraints on its rapid and stable development. Whiledevelopment finance has advantages in the financing system construction, the construction ofcredit guarantee mechanisms and information disclosure, which can effectively compensatemarket defects and government failure. And by integrating the power of government,corporate and financial, we can pave the way for SMEs financing. Through the developmentof financial, countries in the world innovate domestic financing system to solve the financingdifficulties of SMEs, and provide a new, unique financing pattern to the development of itsdomestic SMEs. At present, there are some problems in the process of China’s developmentfinance supporting SMEs, such as development financial institutions’ limited size of funds,guarantee institutions’ weak ability to providing security, SMEs credit-building environmentto be improved. Therefore, we take the support mode of Yangling Demonstration Zone for anexample, analyze the status of development finance supporting the Demonstration Zone, aswell as improve the "four platforms and one promotion" financing model, sum up itssupporting effectiveness and problems. The Demonstration Zone should closely developfinancial institutions and the government, small and medium-sized enterprises, the platformsand the promotion of small and medium enterprises association cooperation, support moreSMEs financing, thus contribute our social and economic sustainable development.In our paper, we divided this paper into seven chapters to discussion:Chapter1, introduction. Combing this paper’s background, research purpose andmeaning, discuss the main ideas, research methods and the innovation. Also review therelevant literature. Chapter2, overview of development financial. Firstly, expound three stages ofdevelopment finance in the course of development. At present, China is in the system ofconstruction phase. Secondly, discuss both the differences and relations between thedevelopment finance and commercial finance. The two is a kind of equality and mutualcomplementarity and cooperation relationship, but there are difference in profit objectives,the nature and the business areas. Again briefly introduce the course of development financein our country. Finally, the main ideas of development finance supporting SMEs developmentare discussed.Chapter3, as the representatives of the United States, Japan, Korea, analyze how tosupport the domestic SMEs financing, and study its successful experiences and inspiration toour country.Chapter4, overview the basic development situation of Yangling Demonstration Zone,including the four aspects: industry development status, various economic indicators,demonstration and extension of agricultural science and technology, the financialenvironment construction. And analyze the important role of SMEs in the economicdevelopment of Yangling Demonstration Zone, as well as reasons of difficulties infinancing.Finally, the current development finance to support the development of small andmedium enterprises in Yangling demonstration zone is analyzed briefly.Chapter5, focus on analyzing the " four platforms and one promotion " mode that backthe development of SMEs in Yangling Demonstration Zone. Management platform, financingplatform, security platform, publicity platform and SMEs Development Association, allaspects complement each other, change the SMEs financing difficulties of YanglingDemonstration Zone and promote the healthy and stable development.Chapter6, analyze the results achieved by the Development Finance supporting SMEsdevelopment in Yangling Demonstration Zone， and point out the problems of theDevelopment Finance supporting mode in demonstration.Chapter7, finally puts forward suggestions from development financial institutions,SMEs and government to improve development finance for supporting the betterdevelopment of SMEs in Yangling Demonstration Zone.
