In the context of a new round of financial crisis and the economic crisis, the Chinesegovernment on fiscal policy to make significant adjustments to re-implement the proactivefiscal policy, and to improve people’s livelihood as a starting point, the expansion ofconsumer spending in a prominent position. Explicit proposal to expand consumption,especially consumer, to speed up the formation of mainly rely on domestic demand,especially consumer demand, stimulate economic growth pattern of the government workreport in2009. Consumer issue has been a hot issue of academia. China’s investment andexport very difficult, while China is a populous country, consumer, there is a huge spacefor development, expanding domestic demand and promoting consumption has become animportant means for China to cope with the global economic crisis. Many factors affectingconsumer of our country, the imperfections of the social security system is one of theimportant reasons for the continued downturn in consumer behavior in China. Access to theextensive literature on social security and consumer relations at home and abroad, the use ofthe empirical analysis of our data to come to the level of social security expenditure argumenthas a positive impact on the consumer, combined with China’s national conditions and toimprove the social security system some of the policies and recommendations.This paper is divided into five chapters, including Chapter Introduction introduces theresearch background, objectives, significance, technical route; second chapter, theconcept of the Social Security analysis of consumer influence factors and qualitative raisedSocial Security impact on consumption. Chapter III of the level of social security andempirical analysis of consumer, social security expenditure variables, the introduction ofthe consumption function in the classic Modigliani (1963), the life cycle hypothesis anddraw social security expenditure and consumer exist significant positive correlation betweensignificant conclusions. Chapter IV discusses the current situation of China’s social securitysystem and the existence of the problem. Chapter according to the reality of our situation,starting from health care, housing, education, and put forward some feasiblecountermeasures and suggestions for the improvement of the social security system in China.
