Any system has risk; social security system has no exception. The social security matters the whole nation and the life of the people. It has practical meaning to study the regulation of the social security system.This thesis focuses on the crisis of the system and put forward some solutions. First, this thesis elaborates the background of the social security system regulation, and summarizes the study results in social security system regulation.It analyzes the crisis of the social security system in order to show the importance and urgency of social security system regulation. In this the thesis, game theory, rent seeking theory, fund's time value theory etc. are used to analyze the inner crisis in the stages of social security system, like collection of the fund, the operation and management of the fund, payment process. It also analyzes the outer crisis of social security system and the social crisis caused by the imperfection of the social security system, which is external effect. The problems in social security are analyzed in details, which raises the important studying questions for latter parts.Concerning about the risks of the social security, and relating to the reality and focusing on the questions and crisis in different stages of social security, it comes up with the advice for the social security regulation, which has maneuverability. This part is the emphasis of the thesis.In the end it also raises the principles and countermeasures for social security system regulation.The unique features of this thesis are that it analyzes the crisis of the social security system comprehensively and deeply, and also raises its own organization frame.
