| Energy market-oriented reform is the need to achieve the development goals in China’s12th five-year plan, building modern energy industry system which is security, stability, economy and cleaning. The Kyoto protocol established by the clean development mechanism (CDM), emissions trading (ET) and joint implementation (JT), which is also inseparable from the market mechanism for energy resource configuration.The first chapter discusses basic connotation of energy market-oriented reform. The second chapter analysis the challenges which China’s energy sector faces, points out the necessity of the energy market-oriented reform, which provides the theoretical foundation for the energy market-oriented reform. The third chapter uses the examples of energy market-oriented reform in three countries (United States, Britain, Japan), lean experience from world energy market-oriented reform and provide reference for China’s energy market-oriented reform. Chapter four analyses the process of energy market-oriented reform in China, the current domestic and international environment, as well as the problems existing in the reform, provides the reality basis for energy market-oriented reform in China. Chapter five puts forward the overall goals and train of thought of energy market-oriented reform in China, jointly internal reformation and external reformation to promote energy market-oriented reform, internal reforms including establishing reasonable and transparent price forming mechanism, enhancing the competitiveness in market structure. Internal reform to be decided by the supply and demand price, build the price of energy terminal consumption form the market mechanism, competition by optimizing the allocation of resources, form a diversified energy supply main body and the way of supply, trading activity by the contract specification, give full play of the role of market resources allocation. External reforms include building a conservation-minded society and building an effective energy derivatives market, setting up the guarantee mechanism for energy security. |
